Construction Skills Queensland Higher Qualifications Funding

Construction Skills Queensland is an independent, not-for-profit, industry-funded body supporting employers, workers, apprentices, trainees and career seekers in the building and construction industry.

CSQ provides funding to reduce the financial obstacle to training, making upskilling an affordable option for many more individuals in the construction industry.

CSQ eligibility:

Must be enrolled, commenced and completed at least one unit of competency in the program on or before last enrolment date of 31 July 2025.

Participants may only receive funding for one qualification under this Program and the ‘Skills Assessment and Gap Training Program’, which is 1 x Building or 1 x Civil in the same program period.

Participant eligibility:

For the purposes of eligibility under this Agreement, all Participants under this Program must meet the following criteria. An Eligible Participant for this Program:

MUST BE:

(a) an Australian or New Zealand Citizen or Permanent Resident; or
(b) a Participant who has the right to work and study in Australia on a VISA and has been employed in the Building and Construction Industry for a period of 6 months or more; and is
(c) an Eligible Worker in Queensland (refer to exceptions); or
(d) is an unemployed Eligible Worker who has been unemployed for a period not greater than six (6) months in Queensland.

MUST NOT BE:

(e) an Apprentice or Trainee
(f) undertaking the Training as part of an apprenticeship or traineeship
(g) an Employee of an Authority (refer to exceptions)
(h) currently enrolled and participating in a Queensland secondary school program
(i) a contracted trainer or assessor or existing worker of an RTO
(j) funded by an Authority or such other source for delivery of the same Training being undertaken as part of this Program
(k) funded for more than one Qualification under this Program and the Skills Assessment and Gap Training Program which is 1 x Building or 1 x Civil in the same program period; or
(I) a Participant seeking a Verification of Competency.

EXCEPTIONS:

(m) a Participant whose Employer is part of the Building and Construction Industry, undertaking relevant clerical, administration and professional roles; or
(n) a Participant whose Employer is a local council, who is undertaking roles which would ordinarily be considered an Eligible Worker.

A Visa holder with relevant permission to work and study** and who has been working in the Queensland Building and Construction Industry for six (6) months or  more.

Employer letter on letter head, dated and signed by the employer which confirms: the participant has the right to work in Australia, has been employed for more than six (6) months and must include their visa number.

*A commemorative birth certificate cannot be accepted.
** An International Student Visa is not eligible.

Eligible WorkerEvidence

Employed and substantially engaged in the Queensland Building and Construction Industry

OR

Unemployed for less than six (6) months, in a role which would meet the employed and substantially engaged requirements of an Eligible Worker.

Employer letter on letter head, dated and signed by the employer which confirms:

a) the role of the participant; and
b) the duties being undertaken by the participant that demonstrate substantial engagement in the industry priorities identified in the supporting resources;

OR

A copy of a relevant QBCC licence, along with confirmation that the participant is undertaking duties that demonstrate they are working in the industry e.g. Payslips, invoices or employment letter;

OR

A Statutory Declaration providing details of employment which would ordinarily be on the employer letter.

OR

Self Employed and substantially engaged in the Queensland Building and  Construction Industry.

Copy of ABN/ACN registration showing ownership and Invoices for recent work in the industry;

OR

A Statutory Declaration providing details of business  registration and recent work in the industry.

*An Eligible Worker is defined in the supporting resources for training suppliers.

**An Eligible Worker is employed in Queensland within the Building & Construction industry. Must be substantially engaged in construction, reconstruction, renovating or demolition. Cannot be minor works.
